I think, that the best variant is MS-DOS 7.1 (you may take it from Windows 98 SE) and LZ-DOS 7.1 (probably patched MS-DOS 7.1): probably, the only DOS which may launch complicated "captive" NTFSDOS 4.03 driver. MS-DOS 7.1 supports FAT32.

Another nice variant is PTS-DOS 32 (written entirely in assembly language; it even has Russian version) - also FAT32 compatible.

If compare FreeDOS and DR-DOS... I think, that DR-DOS kernel is more compatible with MS-DOS.

P.S. The best command interpreter for DOS is 4DOS 7.50.
