Probably the developer only runs FreeDOS and forgot about it.

Windows 4.x doesn't (unless you successfully lock the drive, which is only possible if no files are opened on it), but I think 3.x did allow it. However checking the (MS-)DOS version number to look for Windows is really a bad idea.
