It depends on the particular PC's BIOS.

How was the USB stick formatted?

Some BIOSes only detect it if it is partitioned like a hard disk,
and assign it a hard disk drive number. In that case, it should
become available as another hard drive.

Other BIOSes treat it as a floppy disk drive and only properly
recognize it if it is in floppy or super floppy format, i.e. without
a partition table.

And yet some other machines' BIOSes have a broken USB support and
will not recognize USB sticks that have been formatted on other
machines.
