Yes, I found at least one machine that does this - it always assigns
a floppy disk number even if the stick is partitioned like a hard
disk.

This seems to be the exception rather than the rule, however; that
machine's BIOS is rather old and does not support USB media with
more than ~200 MB. I don't know if it is worth supporting this
method at all.
